After I turned on HotGPS my GPS signal strength has reduced significantly. Is this normal?

There's no much connection between these two. The GPS signal reception condition is the real issue, as is the same cause for the cell tower fixes you mentioned in anther thread. If the phone is installed in the car, try changing to another spot.
