Help using gps tracking to catch a thief

It seems like at least twice a month something is stolen from the parking lot of my fraternity house. I want to purchase a gps tracking phone that will send a text message to my phone when it leaves the parking lot. I am hoping to put it inside of a piece of small equipment and leave it in the back of my truck. I am wondering if it can be programmed to send an alert as soon as it moves at all. I am also wondering how fast this alert would be sent to my phone, im hoping it would be able to do it very quickly as I would want to be able to run out to the parking lot and catch the individual. You can use both
geofence alert and
speed limit alert.
Alert delay can be affected by the GPS sampling rate (the "sending interval" setting on the phone), and the SMS gateway delay:

SMS gateway is almost instant 90% of the time.
GPS acquisition can be affected by view of the sky and the way it's installed in the vehicle. Network connections is related to the cell signal up and down.
GPS signal fluctuation can sometimes give you false moving alerts, though very rear.
All this seems to hold you back from catching the thief face to face but I think you still have a fair chance. Even if you don't, the tracking will keep working till the phone is removed from the vehicle or the battery is dead (the built-in battery for i415 lasts 8~12 hours).
