Java app that reboots instead of a motion/mercury switch...

I was thinking that a mercury switch may be an overkill for this "rebooting" of the phone project. Can we come up with a java app that just restarts any other java app on the phone at any given interval? is that really hard to create? I would think it would be less intrusive than dealing with mercury and a switch plus when the phone looses power it needs to have the button pressed to come back on etc etc.

Keeping power for the phone is no problem, just hook up to the battery. Having the phone go dormant when not in motion may not be desireble, I like my "smart sending" off. Lets me know its still tracking. What are some of the difficulties for a java programmer in doing such app?
