With Nextel phones, is it possible to have the tracking capability initiated automatically when the telephone is turned on or does the user have to activate it each time they turn the phone on?

Yes. I believe most of the 3 digit series phone (i7xx, i3xx, i8xx) support the ability to assign a Java app to run at power up.
