i58sr not auto-sending

GPS seems able to consistently get new positions, but AccuTracking V2.01 does not send them. Sometimes!! Right now, I have settings at 1 minute, SmartSending off, and HotGPS on. I have Smart Sending off, so I can test without moving around. I have waited for up to 15 minutes with no sending. GPS acquires new fixes, but AccuTracking does not send any.
I can force a send at anytime by pushing the send button. Battery is at half charge, if that might enter into it.
Sometimes when I press SEND to force a send, the display says:
Smart Sending OK and then it sends it. Perhaps Smart Sending is really on, even though I have it unchecked??
I am presently at Firmware R88.01.05. I plan to upgrade soon, but the Tech Bulletin doesn't seem to address this situation.
Sometimes I get an E823 - Not Locked error. I don't know if it is or isn't related.
BTW, I have been able to get the sending working at an earlier time, out on the road, but not always.
Any thoughts?

I'm going to reply to my own post. I should have taken another step in testing. I took the phone on a car ride, and it all worked fine.
Perhaps Smart Send wasn't off, even thou unchecked?
Anyway, I would be interested in knowing what an E823 is.
