Does a GPS device exist that does not use cell phone service? I would like to "lojack" my cars using Accutracking service but I don't want to pay the cost of a cell phone... I was thinking that a wi-fi device that sent out cached pings when it was able to connect wifi would be a good start...
suggestions?

Pretty much all things now use the cellular backbone to get the data back. There are other options, such as re-flex technology, and other radio based stuff. But they are not widely used due to the limited range.
