WEB page sticker time not correct [FIXED]

The web page sticker time is off by 3 hours. I've got GMT time set to -8 so my guess is that the sticker is using -5 (or EST) rather than picking up what I've set. Time is shown correctly when I look at my phones on the Accutracking site, so it appears that this is specific to the downloadable web page sticker.
