AccuTracking

I live in Tijuana Mexico near the beach. Nextel has good coverage in Tijuana and surrounding areas [in Mexico and San Diego]. My question is: Will this tracking device work in Mexico in Nextel coverage areas? If so, will the GPS locating service [accumaps etc] provide locating maps of Tijuana to locate a lost vehicle in the Tijuana area using a web based grid or whatever viewing method is used by this service online? Raw GPS coordinates don't do me much good if I can't locate the vehicle on a Tijuana map showing it's precise location.
