			It does not do anything different, so its tough to tell.  If you have the phone in your hand its easy - but if your looking remotely - the updates stop.
The updates can "stop" for a few reasons though, out of coverage range, dead battery, application ended, no GPS fix, and "tower report" option off, and a few others...
If you know its in coverage area, and the above is good - then most likely the phone could be off.
