YES it does. Some batteries worse than others. Lithium batteries work the best in the cold - but once its below 20 or so - the battery chemistry will start to slow down - and has the chance of freezing.

Other battery types go out much sooner.

You can end up with a reduction of 60-90% of capacity - or more...
