This is generally caused by "multi-path" - a relected signal, or poor signal. GPS is based on EXACT timing - and any variation will show "movement".
Was the car near a building, overhang, wall, etc - is the phone "hidden" in the car, etc. If you want to verify this theory, put the phone in the car, on the dash, in the middle of the driveway. You will still see some "wander" - but not as pronounced. GPS wander is a normal phenomenon - especially with low end consumer equipment.
