Technically you don't need to have the web service - as they have to use the web for server contact to keep the Boost account info up to date.
However; its also a violation of the TOS, and kinda like "stealing" - as your using service that your not paying the $.35/day for. It actually washes out, since you will expire your service - even if you have no activity - since 90 will go by - and you must do something as least that long.
But, to answer your question, yes, even without that option, it will work... If you can still sleep at night though..
