Regardless the phone model (Nextel or Boost), first of all the phone must be carried by Mexican phone companies, i.e. the phone has a Mexican number assigned. You can not get a phone in US and hope it work in Mexican unless the US and Mexican phone companies have data roaming plan with each other, which I don't think they have.

I don't think Boost has service in your country. But you can check Nextel-Mexico there.

So can I buy a data plan for mexico with a boost mobile phone so that I can track in mexico? Is there any "location based service" that can track in mexico?

The program on the phone needs the network connection to send out position data. So it won't work if the phone has no data plan outside of US.
